Primary Purpose


Responsible for the direction and coordination of all employee medical and clinical services within the Parkland Health System. The role focuses on designing and implementing strategies to improve the wellbeing of all employees and provide excellent customer service. 

 

Minimum Specifications
 

Education

  • Must have successfully completed an Accreditation Council for Graduate Medical Education (ACGME) or American Medical Association (AMA) approved residency in a primary care specialty.
  • MPH and/or MBA preferred.
  • Education or experience in medical management, utilization management and quality improvement/patient safety is preferred.
     

Experience

  • Must have five years’ experience as a physician in a private practice setting.
  • Experience as medical director of multi-specialty clinic is strongly preferred.
  • Must have experience in population health management and primary care
  • Must have experience managing physicians within different specialties
     

Equivalent Education and/or Experience
 

Certification/Registration/Licensure

  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.

Responsibilities

  1. Using a system view, responsible for the direction and coordination of all employee medical and clinical services. Recommends appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. Works to standardize processes and make them reliable, measurable, sustainable, and easy for staff and patients as well as improve and provide timely access to care. Actively participates in the annual budget process.
  2. Provides quality management of patients. Uses written medical protocols efficiently, identifies quality care issues, and initiates problem solving and innovation. Counsels and educates patients and their families regarding health promotion, appropriate management of acute conditions, and self-management of chronic conditions.
  3. Maintains a positive working relationship with management, vendors, other hospitals, employees, patients, and patients’ families ensuring effective departmental operations and patient centered/patient valued health care services. Collaborates with other health care professionals within and outside of PHHS, including community resources when appropriate, to provide coordinated patient-centered care.
  4. Partner with the Vice President, Total Rewards to ensure alignment and transparency with Parkland network changes and/or improvements that could lead to possible recommendations to employee health plan design.
  5. Provides input, as a part of the resource team, into developing, monitoring and revising annual goals and objectives for the employee health and wellness program.
  6. Helps create the employee health and wellness program. Identifies and analyzes the design of jobs, work processes, work flows, etc.. Modifies approach, communication and interaction to take account of sensory impairments and specific needs of all customers, in particular older adults.
  7. Responsible for the selection, training, motivating, supervision, and evaluation of provider/physician staff to ensure maximum utilization of individual and group capabilities, while providing excellent customer service. Acts as a consultant for mid-level practitioners and nurses.
  8. Serves as a liaison and builds consensus and collaboration across physician groups at Parkland.
  9. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact employee health services. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans.   10. Assists with the development and implementation of the Employee Health and Wellness orientation program, health education program, and health promotion program.
  11. Coordinates all physician recruitment and retention activities.
  12. Drives physician-related initiatives in the Employee Health and Wellness Program.
  13. Monitors and contributes to the latest developments, advancements, and trends in the field of medicine by attending seminars/workshops and reading professional journals. Actively participates in professional organizations and maintains physician licensure. Integrates knowledge gained into current work practices. Ensures that assigned employees receive opportunities to further their knowledge.
  14. Provides leadership to assure exceptional patient experience, which includes physicians making human connections - being mindful of patients, creating an atmosphere of respect and courtesy, listening and responding to patient concerns and providing clear explanation of care delivery and care planning, all reinforced through standardized approaches.
  15. Provides a proactive, personalized approach to every patient, emphasizing service, quality, prevention, and wellness.
     

Job Accountabilities

Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
