Primary Purpose
Provides executive leadership over strategy and delivery of enterprise data services, enterprise analytics, decision making affecting analytic toolsets, directing analytics processes, data governance as well as the use of analytics to drive innovation and enterprise objectives for the business. Responsible for the enterprise to foster value creation from the use of the organization's data assets, as well as the external data ecosystem. The authorities include value creation through data exploitation, envisioning data-enabled strategies as well as enabling all forms of business outcomes through analytics, data and analytics governance, and enterprise data policy including data use and the full life cycle of data service delivery. Responsibility for aligning data policy and administration with relevant regulatory, legal and ethical mandates. Responsible for the enterprise data services department including technical, business, and matrixed reporting structure for the centers of excellence resources embedded within the business.


Minimum Specifications


  • Must have a Bachelor’s degree in Business Administration, Health Care Administration, or a related field of study from an accredited college or university.
  • Must have a Master’s degree in a related field.


  • Ten plus years of experience, in business management, legal, financial, or information technology or IT management.
  • Must have five plus years of current experience working in a complex clinical EHR (Electronic Health Records) environment, working with large, complex data sets and various data models.
  • Five plus years of progressive leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts and matrixed reporting structures.
  • Five plus years of experience in integrating complex, cross-enterprise processes and information strategies, and/or designing strategic metrics and scorecards.
  • Must have five plus years of experience leading data and information governance forums focused on clinical and patient care solutions.
  • Must have five plus years of experience managing staff at multiple levels within a complex organization.
  • Five plus years of experience implementing reporting dashboards is preferred.
  • Five plus years of experience with “Big Data” is preferred. 
  • Three plus years of strategy and management consulting experience is preferred.

Equivalent Education and/or Experience

  • May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.



  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.
  • EPIC software certifications and/or application proficiencies is preferred.  
  • Analytics based certifications and/or program degrees/crendentials preferred

  • Approves strategic monitoring criteria, and reviews high-impact enterprise performance trends.
  • Evaluates progress against key performance drivers, and assesses organizational opportunities and risks.
  • Solicits the support of business leaders in planning and spearheading enterprise change initiatives.


  1. Be the executive with authority, responsibility and accountability to leverage the value of enterprise data assets and the analytics used to render insights for decision making and regulatory reporting.
  2. Define information strategy practices, lead the creation and assure the ongoing relevance of the organization’s information strategy in alignment with the CIO.
  3. Drive the development and deployment of the enterprise's data and analytics platform for digital business. Lead strategy and the development of data and analytics products. To support these endeavors, collaborate with IT leadership to assure digital products are released on time, on budget, secure, and with high quality.
  4. Work with board members, the CEO, the CIO, other C-level executives and legal to establish vision, to govern and to create a culture that manages data as an enterprise asset.
  5. Identify and standardize the use and governance of data and analytics in support of the enterprise's business strategy. This includes the governance of data and algorithms used for analysis, analytical applications and automated decision making.
  6. Institute a programmatic approach for enterprise information management to identify, prioritize and execute the data and analytic initiatives with clear line of sight to enterprise strategies and business outcomes.
  7. Leverage data using research and analytics to maximize the return on data assets, and develop methods to ensure consistent application and use of analytics.
  8. Innovate with and expand the organization's research and analytics offerings — emerging analytical approaches, skills and technologies.
  9. Identify new kinds, types and sources of data to drive business innovation throughout the organization. Define processes for the effective, integrated introduction of new data.
  10. Research and develop new data products or services to expand impact of the assets to the enterprise and its affiliates.
  11. Create and expand open data offerings to empower citizens, and to enable better patient care and/or population health services.
  12. Organize and lead a data and analytics center of excellence. Define member responsibilities and accountabilities for both. Define job roles, recruit candidates and then manage directly or indirectly a team of data and analytics governance leaders and senior information management professionals in regions or business units across a complex, international group enterprise.
  13. Act as the corporate representative to regulators, and represent the enterprise to customers, suppliers and external bodies in the development of industry data and analytics standards.
  14. Ensure that the data used for financial reporting and to support legal requirements is valid, reliable, traceable, timely, available, secure and consistent.    
  15. Create policies and controls for the appropriate protection of enterprise information assets through a defined life cycle, from acquisition or creation to end of life destruction and disposal procedures.
  16. Define, manage and advance enterprise information management principles, policies and programs for stewardship of data and analytics, in concert with legal, information security, and corporate risk and compliance offices.
  17. Evolve and institutionalize behaviors for the appropriate use of information within changing security requirements, privacy needs, and ethical values.
  18. Develop the enterprise's capacity to develop insights with advanced analytics. Recruit and develop data competencies and resources for the corporate exploitation of big data and sourced data as well as the liberation of dark data, using a combination of open source, cloud and social era tools and techniques for data analytics, machine learning, mining and visualization.
  19. Act as the authority for any/all analytics used by the enterprise, affiliates, or contracted entities. Includes developing governing decision-making bodies, creating/monitoring/enforcing data use agreements, and managing/securing our data assets that leave our environment.
  20. Manages overall performance of the EDS department over the virtual and physical workforce continuium.


Job Accountabilities

  1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
