Primary Purpose

Creating and maintaining Office of Talent Management (OTM) policies and procedures. Plan, direct, or coordinate activities to ensure compliance with regulatory standards including Centers for Medicaid & Medicare (CMS), Health & Human Services (HHSC), Texas Administrative Code (TAC), and The Joint Commission (TJC) HR accreditation standards.

 

Minimum Specifications

 

Pay Range $75k-$100k

 

Education

  • Must have a bachelor’s degree.

 

Experience

  • Five (5) years of experience in the regulatory or compliance field.
  • Five (5) years of experience in policy and procedure development.
  • Knowledge of legislation and regulations.
  • Hospital specific knowledge preferred but not required.

 

Skills or Special Abilities

  • Knowledge of and ability to design, implement and evaluate standard operating procedures in order to increase operational efficiency.
  • Understanding of the necessity and value of accuracy and attention to detail; ability to process information with high levels of accuracy.
  • Able to develop, lead, and manage multiple projects.
  • Ability to effectively lead meetings and direct team problem solving sessions.
  • Able to prepare and present project schedules and reports.
  • Ability to develop and demonstrate broad expertise across a range of Talent Management disciplines and functions.

Responsibilities

  1. Documents and updates policies and procedures as assigned. Policies and procedures may be complex in nature. Ensures policies and procedures are in support of regulatory and compliance guidelines.
  2. Documents and reviews new or revised policies, procedures, processes and/or related documents in support of OTM processes and in compliance with regulatory guidelines. Conducts final review and requests for approval.
  3. Understands impact of regulatory developments and compliance guidelines on operational tasks and processes, interprets and applies within policy and procedure documentation. Gathers information and prepares compliance reports.
  4. Audits adherence to policies and procedures, identifies areas requiring clarification or emphasis. Performs audits, evaluations, and reviews.
  5. Perform the duties as the acting HR Regulatory and Accreditation Chapter (HR Chapter) Champion and OTM’s primary contact person to the Regulatory and Accreditation Department
  6. Attend monthly Survey Readiness Committee meetings.
  7. Coordinate the participation and preparation of the HR Chapter’s stakeholders/subject matter experts for upcoming audits, monthly HR Tracers, HR chapter reviews or surveys.
  8. Perform or coordinate internal audits, gap analysis and processing mapping on procedures, policies, and other regulatory compliance related items to improve OTM’s and the HR Chapter’s survey readiness.
  9. Assist in the creation of a corrective action plan to address deficiencies found during audits, HR Tracers, HR regulatory and accreditation standards reviews or surveys.
  10. Biannually preform a formal compliance review of the HR regulatory and accreditation standards to assess the overall survey readiness using the TJC Tracer AMP website.
  11. Acts in advisory capacity to the TM Business Partners, Talent Acquisition, Shared Services, Occupational Health, Learning and Development, and other stakeholder to ensure compliance of the HR regulatory and accreditation standards.
  12. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.

  3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
