The Sr. Compliance Analyst - Policy & Procedures supports strategic priorities of the Parkland Community Health Plan (PCHP) compliance program. Primary responsibilities include the development, oversight, and management of PCHP policies and procedures for approval and publication. The position is also responsible for managing the PCHP policy and procedure council oversight process.

Minimum Required Education:

- Bachelors Degree in Healthcare Administration, Nursing, Public Policy or related field.

- Masters degree in Healthcare Administration, Business Administration or related field is preferred.

Minimum Required Experience:

- Five years of relevant work experience in health care industry or health plan requirements, including specific experience in policies and procedure development, Medicaid and/or Medicare programs.

- Three years of experience with technical writing.

- Experience with regulatory agencies CMS, HHSC, TDI, NCQA.

Equivalent Education and/or Experience:

- May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.


- Must hold professional certification as Certified Healthcare Compliance (CHC) or Certified Compliance Professional (CCP) or obtain within 24 months of placement in job.

Skills or Special Abilities:

- Knowledge of health care programs and policies, and experience interpreting regulatory requirements.

- Communicate clearly and concisely, both verbally and in writing, and has strong presentation skills.

- Demonstrate strong organizational, analytical, problem solving, and project management skills.

- Ability to build consensus on strategies and messages among peers and stakeholders.

- Adapt to constantly changing priorities in managing various projects simultaneously.

- Work independently and as a team member on assigned projects.

- Must be able to frequently problem solve, make decisions, interpret data, organize and analyze workflow, write, plan, and use simple arithmetic.


- Provides leadership, coordination, and support to ensure clear and concise communication, development, and implementation of PCHPs policies and procedures.

- Works collaboratively with internal departments to develop policies reflective of operational needs and in compliance with state and federal regulations, and contractual requirements.

- Responsible for annual policy edit, review, and training.

- Provides technical writing and policy analysis for PCHPs programs.

- Enhances and strengthens PCHPs policy infrastructure, platform and process for its programs.

- Assists with the development, implementation, and maintenance of policies and procedures that address specific risk areas to PCHP.

- Works to ensure PCHPs policies reflect compliance with federal, state, accreditation and contractual requirements.

- Contributes to the overall compliance work plan and regulatory requirements.

- Maintains database of PCHP policies and procedures.

- Works collaboratively to administer and perform oversight of corrective actions in response to violations in accordance with policies and program requirements.

- Performs training and compliance communications related to approval and distribution of PCHP policies and procedures.

- Works with the Compliance leadership to develop and implement training material needed to facilitate employee awareness and understanding of organizational policies and procedures.

- Serves on projects and other assignments in the Compliance Department relating to policy objectives and policy initiatives.

Job Accountabilities:

1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of PCHP.

2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and customer requirements. Seeks advice and guidance as needed to ensure proper understanding.
