Primary Purpose

Leads the analysis, design, development and implementation of learning solutions that enhance operational effectiveness. Uses excellent consulting skills and a systematic approach to apply competency gap analyses, innovative technologies, blended learning methods, performance consulting, and data-centric evaluations. Creates best-in-class learning solutions and operational programs to build skills and knowledge for all Parkland employees. Cultivates strong collaborative partnerships with business leaders and subject matter experts to assess performance needs, making learning and non-learning recommendations to improve performance that aligns with Parkland’s mission, vision, values and strategic plan.

 

Minimum Specifications

 

Education

  • Must have Bachelor’s degree in a related field.
  • Prefer Master's degree in a related field.

 

Experience

  • Must have 6 years of experience with responsibilities in full lifecycle instructional design, development, implementation and evaluation of adult learning and development solutions.
  • Must have 3 years of combined experience in the following disciplines: project management, consulting, change management, graphic design, and learning technologies.

 

Equivalent Education and/or Experience

  • May have an equivalent combination of education and experience to substitute for the education requirement.

 

Certification/Registration/Licensure

  • Prefer Certified Professional in Talent Development (CPTD) –OR–
  • Instructional design or related certificate from the Association for Talent Development (ATD)

 

Skills or Special Abilities

  • Thorough knowledge and application of software to include but not limited to Articulate 360, Adobe Creative Cloud, Microsoft 365, and learning management systems.
  • Excellent verbal and written communication skills in order to establish collaborative relationships with all levels of the organization.
  • Highly flexible, self-directed, and adapts well to a rapidly changing environment.
  • Expertise in instructional design, curriculum development, project management, and application of adult learning concepts.
  • Effective consulting skills to build collaborative relationships with stakeholders and subject matter experts.

 

Responsibilities

  • Leads all stages of analysis, design, development, implementation, and evaluation for learning solutions across the organization. This includes learning modalities such as e-learning, instructor-led, performance support tools, videos, and other blended solutions.
  • Consults with stakeholders and subject matter experts to identify learning gaps and propose evidence-based learning solutions for topics including but not limited to competencies, systems, clinical workflows, regulations, compliance, change management, and organizational initiatives.
  • Manages concurrent learning projects from initiation through implementation stages.
  • Collaborates across multiple teams to determine training implementation parameters and successfully launch learning solutions.
  • Measures learning effectiveness through primary levels of evaluation: reaction, knowledge, behavior, and impact.
  • Supports performance improvement initiatives by identifying appropriate learning solutions and related recommendations.

 

Job Accountabilities

  1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
