Primary Purpose:

Responsible for the overall direction and daily integration within the Emergency Services divisional line including planning, budget, personnel, quality improvement, coordinating clinical services, policy development and collaboration with physicians and administration to ensure high quality, patient-centered service. Provides daily operational leadership through initiating, planning, and managing the work performed by project teams and operational levels assigned. Supports the work of nursing leaders within the Emergency, Trauma, and Behavioral Health division in ensuring all services meet divisional and departmental goals and objectives of the nursing division and Parkland, needs of the community, and all pertinent regulatory and accreditation requirements. Provides leadership support to assigned areas and works with ED/Trauma/Behavioral Health leaders and communicates with physicians, nurses, clinical staff, and members of the leadership team as necessary to optimize internal processes to facilitate patient flow.

 


Minimum Specifications:

Education-

  • Must be a graduate from an accredited school of nursing.
  • Must hold at a minimum, a master's degree. If the master's degree is not in nursing, then either a baccalaureate degree or doctoral degree must be in nursing.

 

Experience -

  • Must have 8 years of experience to include 3 years of operational leadership experience including experiences such as directly or indirectly leading teams, quality and process improvement initiatives, strategic initiatives with organizational implications, and/or providing oversight of staff and resources for efficient and effective patient care required. 
  • Must have experience with a designated or verified Level I or Level II Trauma Center, Comprehensive Stroke Center, or other regulatory surveys which may include Magnet. 
  • Prefer strong background in strategic development and planning, analysis, and/or quality. 
  • Prior project or program management experience preferred.

 


Certification/Registration/Licensure: 

  • Must have current RN license or valid temporary permit with the Texas Board of Nursing or valid Compact RN license. 
  • Must have current healthcare provider BLS for Healthcare Providers certification on hire, and the ability to maintain thereafter from one of the following: from one of the following: American Heart Association, American Red Cross, or Military Training Network.
  • Must have current Advanced Life Support (ALS) or Advanced Cardiac Life Support (ACLS) certification on hire or within 90 days, and the ability to maintain thereafter from one of the following: American Heart Association, American Red Cross, or Military Training Network.
  • Must have current Pediatric Advanced Life Support (PALS) or Emergency Nursing Pediatric Course (ENPC) certification on hire or within 90 days, and the ability to maintain thereafter.
  • Must have current Trauma Nurse Core Course (TNCC) or Advanced Trauma Care for Nurses (ATCN) certification on hire or within 90 days, and the ability to maintain thereafter

 


Skills or Special Abilities:

  • Provides leadership to assigned department patient population in accordance with the current State of Texas Nurse Practice Act, established protocols, multidisciplinary plan of care, and clinical area specific standards. 
  • Must have effective verbal and written communication skills in working with a diverse population of physicians, nurses, and support staff. 
  • Must have strong organizational, analytical, and statistical skills. 
  • Must demonstrate knowledge and skill in resource management including budget and personnel practices. Must be able to prepare project schedules, budgets, scorecards, and reports. 
  • Must have effective leadership skills and be capable of motivating, recruiting and educating staff and leaders through department adaptations. 
  • Must demonstrate knowledge of Parkland policies, structure, procedures and mission.
  • Must demonstrate patient centered/patient valued behaviors.

 


Responsibilities:

  1. Responsible for effective fiscal management of multiple departments. Prepares the annual budget, incorporating Parkland and department goals. Periodically analyzes revenues and losses, revising budget, staffing, billing, facility access or other practices to accommodate cost effective findings. Ensures informed use of department resources through clear policies including equipment, supplies, personnel hiring/training practices and service utilization. Investigates, evaluates and implements expertise in cost management from diverse sources such as multidisciplinary committees, articles, journals, other hospitals, vendors, senior management, nursing and medical staff. Administers the operating, capital and payroll budgets to ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  2.  Develops, implements, monitors, and revises the Emergency, Trauma, and Behavioral Health related strategies to meet division initiatives, annual goals and objectives that support the missions and objectives of Parkland.
  3. Provides operational leadership through recommending, planning, managing, and reporting on the work performed by individual project teams on multiple, concurrent, and complex projects related to departmental strategies. Participates in a variety of hospital wide and interdisciplinary committees in order to ensure the coordination of departmental functions. 
  4. Selects, trains, supervises, motivates and evaluates assigned staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to internal and external customers. Monitors employee satisfaction, turnover, attendance, employee initiatives, participation in quality improvement and other activities to ensure that department and employee goals are attained. Ensures that assigned employees receive opportunities to further their knowledge.
  5. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the departments and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the departments and Parkland. Monitors outcomes as reflected in patient satisfaction, infection rates, delays, chart audits and other practice feedback. Applies Parkland¿s project management direction, methodology, and processes to align projects in order to achieve organizational goals. Implements and facilitates the process of developing project objectives and deliverables.
  6. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines, that impact the division such as the Nurse Practice Act Standards, CDC, American College of Surgeons, Texas Administrative Code, and Joint Commission. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans, to ensure effective patient care standards and appropriate departmental operations.
  7. Responsible for a collaborative work team to ensure positive working relationships. Establishes and maintains collaborative, responsive customer service with internal and external customers by providing continuous follow through and communication regarding projects and priorities.
  8. Stays abreast of the latest developments, trends and advancements in Emergency and Trauma by attending seminars/workshops, reading professional journals, and participating in state, regional and national organizations to advance professionalism. Integrates knowledge gained into current work practices. Represents Parkland in the course of performing professional activities such as public presentations, in-services, classes or publications.
  9. Provides team leadership to assigned cross functional teams through developmental opportunities, coaching, and training. Has the ability to communicate effectively with all employees, leaders, and executives. 
  10. Responsible for the condition and safety of the department facilities as measured by cleanliness, proper type, amount and functioning of equipment and overall environmental safety. Oversees timely and effective maintenance of equipment and rooms. Responsible for space planning, including renovations, capital repairs and acquisitions.
