Primary Purpose


Managing labor operations and benchmarking financial leadership, this key individual will manager all activities related to Labor Optimization and Benchmarking process improvement initiatives including, but not limited to, project implementation and process/department mapping, productivity target monitoring and enforcement and new position evaluation and management. Position will oversee support roles i.e. Program Manager, Analysts etc to maintain the labor management efforts at PHHS. Manager will be responsible for grouping action plans that encompass people, processes and technology which together will form a labor management program having an overall strategic objective. This strategic objective should include but may not be limited to developing a high performance culture based on objective measurements, benchmarks, on-going training, communication and continuous improvement that positions Parkland to deliver the highest quality of patient care in a changing healthcare environment.

Serves as a seasoned professional in the development, implementation, and administration of reporting, benchmarking, and statistical data from multiple IT applications, to address a diverse range of management and operational areas to enhance performance and drive value, balancing quality, outcomes, labor efficiency, and overall service. 

 

Minimum Specifications
 

Education

  • Bachelor’s degree in, Accounting , Finance, Healthcare Administration, Business Administration, or a related field.
  • Master’s degree in Public Health, Healthcare Administration, Business Administration, or a related field preferred but not required.
     

Experience

  • > 6 years
  • Must have at least 4+ years of health care experience, preferably to include consulting, finance, benchmarking, management, and productivity analysis experience.
  • Must demonstrate strong experience in project management tools and techniques; benchmarking and performing measures.
  • Must be experienced in using team building and quality management concepts to positively influence the work environment.
  • Prefer previous experience working with Truven and/or Premier’s benchmarking application software.
  • Prefer experience with Kronos applications and McKesson’s Ansos One scheduling and acuity application preferred.
  • Leadership experience strongly preferred

Certification/Registration/Licensure

  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.

Responsibilities

  1. Analyzes, prepares, and distributes benchmarking reports to management, department directors, and financial analysts. Audits and analyzes data to insure data integrity. Acts as a lead resource to departments on the appropriate use of data to ensure that operations are an efficient and effective use of Parkland resources.
  2. Establishes benchmark comparison groups in conjunction with department and management requests. Works with departments to ensure accurate comparative studies using the most appropriate comparative data. Serves as the liaison between Parkland and external benchmarking partners.
  3. Ensures ongoing review and analysis of specific departmental productivity tools to aid and support health system management in understanding, evaluating and continuously improving departmental operational, clinical and financial performance.
  4. Assists health system management in developing and understanding staffing targets, productivity standards, cost center specific payroll budgets etc. as well as ongoing analysis of productivity performance relative to established targets.
  5. Directs and monitors system for tracking Labor Productivity to include implementation and development actions and strategies that ensure the most effective use of resources with fluctuating demands. Identifies opportunities for improved efficiency through process improvement and thoughtful automation. Monitors impact of process-oriented changes on staffing requirements.
  6. Monitors and facilitates mitigation of budget performance and variances for departments with revenue-generating/cost-saving initiatives. Coordinates development of action plans to address variances and oversees accountability for improvement within determined time frame.
  7. Coordinates internal user access to all workforce applications. Ensures software licenses' are in compliance with federal and state requirements and meet Parkland Information Systems guidelines.
  8. Serves as backup approver for Labor Optimization Director in Peoplesoft’s Position Manager process in order to approve/deny/pushback all requests for staffing changes, to include replacements, new positions, position attribute changes, and promotion requests.
  9. Prepares routine and ad hoc reports, we well as special projects and analysis as requested, to provide management with the financial information needed to monitor both department and hospital activities.
  10. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the productivity and statistical analysis. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding.
  11. Identifies ways to improve work processes and improve customer satisfaction. Make recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland. Implements and monitors process improvement initiatives across the organization focused on efficiency, throughput and workflow management. Implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  12. Maintains a positive working relationship with management, vendors, external consultants, Parkland employees and department co-workers to collect information, explain proposals, resolve differences, coordinate efforts, and co-operate in current and proposed studies.
  13. Stays abreast of the latest developments, advancements, and trends in the field of productivity and statistical analysis by attending seminars, presenting papers and workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current work practices.
  14. Serves on various interdisciplinary committees as assigned.
     

Job Accountabilities

Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
