Primary Purpose

The Workforce Planning Manager plays an integral role in helping manage the workforce planning or supplemental staffing programs. This role supports Parkland Health by continuously assessing the state of staffing needs, identifying gaps and providing solutions to support staffing needs. This role is responsible for managing the position control process for both employees and contract labor to ensure positions approved for recruitment have been properly approved through best practice processes. The incumbent in this position will be responsible for creating tools and resources to assist with managing the position control process and supplemental staffing options through, data/analytics, process reviews, customer feedback and technology.

 

Minimum Specifications

Education

- Must have a Bachelor's degree, preferably specializing in Human Resources or a related field.

- Master's degree preferred.

 

Experience

- Must have at least 8 years of experience in a high volume, fast-paced HR environment.

- Prefer 2 years of talent management and supervisory experience.

- Preferred experience includes five years of leading or providing significant input on project team initiatives with significant organization/HR impact.

- Preferred in a Talent Acquisition, HR Information Systems or Finance setting.

- Must have experience in the design and implementation of Human Resources applications i.e. Success Factors, Taleo, PeopleSoft, etc.

- Prefer experience in the health care industry.

 

Equivalent Education and/or Experience

- Four years of additional work experience may be a substitute for the minimum education requirement for a total of 12 years of related experience

 

Certification/Registration/Licensure

- Prefer certification as a Professional in Human Resources (PHR)

- OR - - Certification as a Senior Professional in Human Resources (SPHR)

- OR - - Certification as a Society for Human Resource Management

- Certified Professional (SHRM-CP) - OR - - Certification as a Society for Human Resource Management

- Senior Certified Professional (SHRM- SCP)

- Prefer certification from the AIRS organization as a CIR (Certified Internet Recruiter).

- Prefer Strategic Workforce Planning (SWP) Certification. Required Tests for Placement

 

Skills or Special Abilities

1. Possesses ability to work independently and is highly organized and detail-oriented.

2. Adept at numerical and statistical analysis.

3. Must possess ability to apply analytical and business acumen to understand complex business scenarios and develop simple solutions.

4. Maintains working knowledge and utilization of HRIS

5. Prior experience with C-level executives, and project management, specifically within healthcare preferred.

6. Familiarity with calculating core business metrics and comfort diving deep into research.

7. Maintains strong skills in Microsoft Office applications

8. Subject matter expert in all full life-cycle recruiting

9. Possesses the ability to manage competing demands, and accept criticism and constructive feedback, while being adaptable and flexible.

10. Must be able to quickly assimilate technical information and build solutions to the optimal balance of meeting business needs, beating competitors, and operating within financial resource constraints.

11. Possesses the ability to communicate with others in a clear, understandable and professional manner on the phone and in person; and demonstrate the use of good written and verbal communication skills.

 

Responsibilities

1. Design, implement and maintain best-practices workforce planning or supplemental staffing solutions

2. Partner with HR colleagues and other stakeholders to design, develop, and drive innovation knowing the system functionality associated with position control process or contract labor management, depending on focus, and basic troubleshooting. Serve as a subject matter expert to successfully educate and train team members on all aspects of position control or contract labor.

3. Research and demo new products/systems for workforce planning efficiency improvements, specifically focused on position control or supplemental staffing. Provide operations reporting and executive reporting in collaboration with OTM team.

4. Participate in cross-functional team environments and handle a variety of concurrent projects including ad hoc analytic projects and continuous reporting, specific to area focus.

5. Develop process improvements, share expertise with others, and continually strive to improve overall contributions to the department. Assists with the development and revision of procedures to ensure that they are equitable to employees, consistent with other policies and procedures, and in legal compliance.

6. Develop, monitor and administer centralized, system-wide processes and workflows related to either contract labor and vendor credentialing management to ensure proper vetting and cost control of all nonemployees working at Parkland or position control requests and communication with hiring leaders regarding the submission of requests and ultimate decisions.

7. Drive data accuracy and standards for your functional area. Work directly with internal audit and quality to ensure compliance of processes and technology use.

8. Partner with Finance and OTM to develop and manage the PeopleSoft approval workflow or contract labor management tools and consult with hiring managers and other leaders on position requests and planning. Serve as the Office of Talent Management's liaison with Finance, Nursing, and Operations related to Contract Labor or Position Control and the Position Review Committee.

9. Train and develop team members and stakeholders. Identify ways to improve work processes and improve customer satisfaction. Make recommendations to supervisor, implement, and monitor results as appropriate in support of the overall goals of the department and Parkland.

10. Stay abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

11. Maintain knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
