Primary Purpose

Manages all aspects of Facility operations, repair maintenance, project/construction support, and regulatory compliance of Parkland Health for a safe, functional, reliable, structurally sound, and comfortable environment.

 

Minimum Specifications

 

Education:

  • Must have a bachelor's degree.

 

Experience:

  • Must have eight (8) years of Facility operations experience, including four (4) years of supervisory experience.
  • Prefer experience in a large complex commercial or healthcare facility.

 

Equivalent Education and/or Experience:

  • May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.

 

Certification/Registration/Licensure:

  • Prefer certification as a Certified Healthcare Facilities Manager (CHFM) issued by the American Hospital Association (AHA).

Skills or Special Abilities:

  • Must have knowledge of project management, maintenance procedures, and budgeting processes.
  • Must have a thorough acquaintance with the national and local regulatory and local building codes and be able to demonstrate the knowledge to plan, estimate, and budget for maintenance projects and support construction estimates.
  • Must be able to read and interpret electrical, architectural, and mechanical drawings, blueprints, plans, and specifications.
  • Must be able to prepare systems modifications and repair plans for operational and remodeling upgrades.
  • Must possess a thorough knowledge of various facility maintenance and construction techniques.
  • Good educator willing to share, teach and support information and conflict resolution skills.
  • Knowledge of Industry Regulations and Standards
  • CMS, ASHE, TJC, OSHA, NFPA, TDHS, ASHRAE, HIPAA.
  • Must be a creative, strategic thinker with high ethical standards and professional image. Sound technical skills, analytical ability, good judgment, and strong operational background.
  • Must possess good working computer skills.
  • Must possess effective organizational, time management, and problem-solving skills.
  • Must possess good oral and written communication skills.

 

Responsibilities:

1. Manages all aspects of operation, maintenance, and construction support of Parkland Health Facilities. Has direct oversight of systems operational effectiveness, efficiency, and reduction in unplanned interruptions of service, including emergency repairs and breakdowns.

 

2. Possesses knowledge of internal electrical (low, medium, and high voltage) distribution systems, water distribution systems, building automation systems (Siemens), intelligent fire alarm systems, elevator management systems, pneumatic tube systems (SwissLog), audio/visual systems, computerized energy/maintenance software, .and regulatory compliance.

 

3. Assists in general operations regarding remodeling upgrades and construction projects to ensure advantageous, cost-effective, regulatory compliance, and reliable service.

 

4. Resolves major problems and monitors safety requirements ensuring uninterrupted supply of utility systems to all functions at Parkland.

 

5. Promote professional growth, development, and accountability in staff. Track and evaluate staff performance and individual development, holding staff accountable for achieving service expectations. Ensures employee relations matters are conducted in a fair, even-handed manner consistent with Parkland policies.

 

6. Manages and implements building and mechanical equipment maintenance programs ensuring facilities and equipment are functional, reliable, and structurally sound. Maintenance programs include but are not limited to, building structure and development, mechanical, electrical and plumbing (MEP), and care of the grounds.

 

7. Ensures repair and maintenance of mechanical/electrical systems are accomplished in a timely manner and records are maintained in accordance with departmental and regulatory standards.

 

8. Monitors operating budgets for all responsible areas to ensure funds are sufficient for effective operations. Tracks expenditures and provides input in developing operating budgets and variance explanations.

 

9. Develops and recommends capital and maintenance projects. Reviews specifications, drawings, and bid documents and makes recommendations for infrastructure preservation.

 

10. Implements time/material contracts and other services as needed, evaluating products and services for recommendations. Keeps accurate records of all service contracts and ensures appropriate key performance indicators are achieved and renewal in a timely manner.

 

11. Develops, implements, monitors, and revises annual goals and objectives for the Engineering Services department that support the missions and objectives of Parkland.

 

12. Promote the professional image in demeanor, appearance, attitude, and behavior. Establish collegial relationships with management, staff, physicians, vendors, and other healthcare contacts to ensure effective departmental operations. Integrate team-building strategies and principles of group process while building a cohesive team.

 

13. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the maintenance of facilities and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.

 

14. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact facilities. Develops effective internal controls designed to promote adherence to applicable laws, accreditation agency requirements, and federal/state/private health plans. Seeks advice and guidance as needed to ensure proper understanding.

 

15. Stays abreast of the latest developments, advancements, and trends in the field of building and ground maintenance by attending seminars/workshops and reading professional journals. Integrates knowledge gained into current work practices.

 

16. Serves on various interdisciplinary committees as assigned.
