PRIMARY PURPOSE Responsible for assisting with the formulation and design of system scope and objectives, preparing simple specifications, and assisting with the designing, coding, and testing of programs to ensure that systems work as requested. Learning to work on most phases of applications systems analysis and programming activities, but requires instruction and guidance in other phases.

MINIMUM SPECIFICATIONS

 Education - Must have a Bachelor's degree in Computer Science, Mathematics, Business Administration, Finance or a Health Care related field.

 

Equivalent Education and/or Experience - May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above. Certification/Registration/Licensure - None

 

Skills or Special Abilities - Must be able to assist with the development of system specifications and decision flows, in the form of flow charts or equivalent techniques, from written business requirements. - Must be able to demonstrate a working knowledge of computer products depending upon the technical environment of the position, within ninety days of employment. - Must be able to communicate both verbally and in writing with peers and senior personnel to fully understand tasks and responsibilities. - Must be able to demonstrate critical thinking skills, with regard to system issues. - Must be able to develop an understanding of patient data and the use of this data in a healthcare environment, as applicable. - Must have knowledge of products such as word processing, spreadsheets and management of database tables in a PC environment. - May be subject to temporary reassignments to other managers, supervisors, teams and/or projects based upon the needs or priorities of the department.

 

Responsibilities 1. Under general supervision, assists with the formulation and definition of system scope and objectives through research and fact-finding to develop or modify simple information systems. 2. Assists with the preparation of detailed specifications from which programs will be written. 3. Assists with designing, coding, testing, debugging of documents and maintains programs. 4. Prepares test conditions and conducts program testing to validate that the system works per specifications. 5. Carries out maintenance tasks on assigned programs/systems with assistance from senior personnel when necessary. 6. Assists with the response to customer concerns and requests, with the assistance of senior personnel when necessary. 7. Assists with the maintenance of appropriate program and system documentation in accordance with department standards. Assists other staff with the creation and maintenance of technical specifications and documentation of all programs and applications supported in order to ensure quality of information. 8. Assists senior personnel to define and document business needs, and determine the manner in which alternative solutions are identified, communicated to and approved by clients. 9. Protects and maintains patient and institutional information in a confidential manner and in a secured environment. Ensures data access limitations through the use of password protection, read only access, and other measures that protect the data from unauthorized or accidental access. Job Accountabilities 1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland. 2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. 3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
