PRIMARY PURPOSE

Parkland Community Health Plan (PCHP's) Finance Director directs the development, interpretation and administration of financial plans, financial policies, and accounting practices. Supervises/coordinates the maintenance of fiscal records, budgets, preparation, presentation and analysis of financial reports to ensure fiscally sound and effective operations, profitable operating results, and optimum customer service and satisfaction.

 

MINIMUM SPECIFICATIONS

Education

  • Must have a Bachelor's degree in Business Administration, Accounting, Finance or related field.
  • Master's degree in Business Administration or Accounting is preferred.

Experience

  • Must have a minimum of seven (7) years progressive experience in financial accounting with three years¿ experience in managed care and statutory reporting.
  • Must have four (4) years of management experience.

 

Equivalent Education and/or Experience

  • May have equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.

 

Certification/Registration/Licensure

  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.
  • Certified Public Accountant preferred.

  • Must be able to demonstrate superior oral and written communication skills, and ability to relate effectively with diverse group of internal and external customers.
  • Must be able to demonstrate superior knowledge and expertise in financial, GAAP and Statutory accounting principles and practices and internal controls.
  • Must have excellent analytical skills and proficiency in accounting software, as well as spreadsheet, word processing, and PowerPoint skills.
  • Must be able to work independently.

 

Responsibilities

  • Reviews general ledger transactions and journal entries to ensure compliance with NAIC (National Association of Insurance Companies)/Statutory Accounting Principles, GAAP (Generally Accepted Accounting Principles) and integrity and accuracy of general ledger transactions and financial reports.
  • Prepares monthly financial statements and variance narratives for PCHP senior leadership and the Board. Completes supporting variance analysis and summary narrative. Reviews reconciliations and estimates to ensure complete and accurate affiliate financial statements as well as consolidated levels. Coordinates and reviews both quarterly and annual statements to ensure timely and accurate reporting.
  • Oversees audits performed by all outside entities, including but is not limited to Texas Health and Human Services Department (HHSC), Texas Department of Insurance (TDI), Texas Comptrollers Department, individual affiliate annual audit, Parklands annual audit, as well as internal audits performed by Parklands internal audit staff.
  • Partners with the Director of Actuary and the Director of FP&A to develop PCHPs annual fiscal budget, short term and long-term financial goals. - Oversees the preparation and filing of all statutory financial statements, including but not limited to HHSCs quarterly/annual financial statement reports, TDIs quarterly/annual financial reports and PCHPs annual 990 tax filing.
  • Attends rate setting and pharmacy meetings with the state and makes appropriate recommendations for action to the CFO to ensure that medical and management staff are educated on how the changing health and managed care environment affects financial positions.
  • Partners with the Director of Actuary monthly regarding claims submissions and lags. Calculates claim expense reserve estimates in a manner that most accurately estimates the amount of claim expense to be booked each month. Analyzes trends in claim expenses and explains those trends. Provides the Director of Actuary and PCHPs actuarial vendor with the required data in order to independently calculate reserves for the months reviewed.
  • Insures adequate staffing for the accounting functions and coordinates with Parkland treasury for treasury and banking functions and with Parklands accounting department for coordination of reporting.
  • Partners with the Director of Actuary to coordinate the utilization of external actuaries for monthly and year end incurred but not reported claims entries (IBNR).
  • Reviews and approves various reconciliations prepared by PCHPs third party administrators, HHSC, and department staff to assure timely resolution of differences. Identifies patterns and issues and works proactively to implement solutions.
  • Other duties as assigned.

  1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of PCHP.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and customer requirements. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of PCHP.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
