PRIMARY PURPOSE

Assists with the management of the planning, design and construction activities associated with Parkland Health & Hospital System, ensuring they meet the district's mission, goals, applicable laws and the user's needs.

 

MINIMUM SPECIFICATIONS

 

Education:

  • Must have a bachelors degree in architecture, Engineering or a related field.

 

Experience:

  • Must have five (5) years of project management experience in contractor/design environment that included elements of program management for owner representation.
  • Prefer two (2) years of large acute care hospital project management experience.

 

Equivalent Education and/or Experience:

  • May have an equivalent combination of education and experience to substitute for both the education and/or experience specifications as stated above.

 

Certification/Registration/Licensure:

  • Prefer LEED certification from the U.S. Green Building Council (USGBC).
  • Prefer State of Texas Licensure in related field.
  • Prefer current registration as an Architect or Engineer in a State or U.S. Territory with Texas reciprocity, or prefer that applicant be qualified for the examination.

 

Skills or Special Abilities:

  • Must be able to effectively manage and control all aspects of program management as owner representative in all phases of design and construction.
  • Must be well versed in both design and construction activities and must be able to solve problems and offer creative solutions.
  • Must have the ability to manage multi-dollar project planning, design, procurement, and construction efforts from start to finish.
  • Must have the ability to read architectural, mechanical and electrical drawings.
  • Must have the ability to plan and budget for projects at all stages of development.
  • Must have proficiency in industry-accepted methods, tools and conventions of project management.
  • Must have knowledge of current city, state, federal laws and regulations as they apply to health care construction projects. Must have knowledge of code and regulatory aspects of design, construction and furnishings, fixtures, and equipment.
  • Must have good oral and written communication skills.
  • Must have good organizational, time-management and problem-solving skills.

 

Responsibilities:

1. Responsible for effectively managing and controlling all aspects of program management as owner representative in all phases of design and construction such as Infection Control, Impact planning, outages, project status meetings and other end user related activities.

2. Responsible for the management and control of the design development process, making sure that the owners and end users best interests are forefront of all decisions made.

3. Responsible for control the overall coordination effort between the design, construction, end users, stakeholders, and management team members, ensuring that priorities and attention to needs and milestones receive the proper attention and resolution.

4. Responsible for managing complicated issues, exploring all of the options, refining information, and providing the stakeholders with a concise set of options, clearly defined, along with a recommended course of action.

5. Responsible for providing owner representative program/project management expertise in conceptual planning, programming and budgeting of assigned projects by senior management, the project director and Parkland executive management.

6. Develops project budget, schedule, quality and safety goals. Ensures projects are executed to meet or exceed goals.

7. Assists the selection and management of consultants, contractors and vendors to meet project goals. Negotiates change orders and recommends approval to management. Approves vendor payments.

8. Prepares invitations for bid, requests for proposal and negotiates contracts for projects and services.

9. Maintains a positive working relationship with management, vendors, contractors, architects, outside organizations, and Parkland staff to ensure that communication is maintained and cultivated.

10. Develops resource requirements for in-house construction team to work on capital projects. Manages and coordinates those requirements with Senior Project Management to establish schedule and priority.

11. Responsible for ensuring all capital project related asbestos documentation, including drawings and reports, are maintained in project folders and properly submitted to Engineering Services for EOC maintenance. Ensures project close-out documentation includes CAD drawing updates for asbestos surveys and surveillance inspections.

12. Assists in the development of annual goals and objectives for Planning Design and Construction that support Parklands mission.
