Primary Purpose
The Senior Vice President/Chief Diversity, Equity, and Inclusion Officer of Parkland Health and Hospital System will be responsible for the ongoing development, implementation, and oversight of the organization's Diversity, Equity, and Inclusion (DEI) strategy. The SVP/Chief DEI Officer will identify and champion strategic priorities for the organization and work to translate strategies into practical and actionable solutions. 

 

The primary objective will be to promote the awareness of DEI opportunities both internally and externally while working closely with stakeholders to focus on areas of the employee lifecycle – talent acquisition and retention; employee support and career development; patient care quality and safety; community engagement; supplier diversity; and other related areas. This position will work across the system to identify opportunities to further support the DEI strategy through new initiatives while continuing to evaluate and monitor existing ones. This position reports directly to the Chief Executive Officer of Parkland Health and is a member of the senior leadership team and will work collaboratively throughout the system, fostering transparent lines of communication among organizational branches.

 

Minimum Specifications
 

Education

  • Must have a Bachelor's degree in a related field.
  • Master's degree in a related field preferred.
     

Experience

  • Must have ten (10) years of diversity and inclusion leadership experience including the development and advancement of diverse populations.
  • Must have five (5) years of leadership experience across team building, strategic planning, and project execution, ideally in a healthcare setting.
     

Equivalent Education and/or Experience
 

Certification/Registration/Licensure

  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.
  • Must hold a Certificate in Diversity Management in Health Care (CDM) through the American Hospital Association (AHA) Institute for Diversity and Health Equity, or must complete the CDM program within 24 months of placement in the position.

Responsibilities

  1. Develop evidence-based business rationale and strategy for DEI and implement a multi-year actionable roadmap and key accountability measures in alignment with organizational strategy, values, core purpose, and objectives.
  2. In collaboration with the EVP/CTO, plan, develop, and direct strategic and operational efforts to help Parkland Health more effectively recruit, develop, engage, and retain its diverse workforce to support an environment where all people feel included and welcomed.
  3. Serve as an advisor, consultant, and thought-leader with deep DEI expertise to senior level and site leadership in the organization.
  4. Partner with Marketing and Talent Acquisition to drive design and delivery of inclusive messaging throughout the organization.
  5. Coordinate with leadership to enhance, develop, and integrate DEI strategies and goals into business and planning processes.
  6. Work closely with clinical leadership to ensure comprehensive education, training, and professional development programs are available for team members to enrich skill sets, enhance collaboration, and provide culturally competent care to patients.
  7. Work with clinical, quality, safety, and patient experience teams to identify and reduce health disparities among patients receiving care in the Parkland system.
  8. Focus efforts to support, develop, and provide career advancement with a particular focus on entry-level employees:

  10. Provide for financial literacy education
  11. Facilitate programs to provide emergency assistance (PTO donations, payday loan relief, emergency financial assistance, etc.)
  12. Collaborate with clinical programs to facilitate tuition support with Parkland specific career advancement opportunities
  13. Collaborate with Supplier Diversity Department to strengthen diversity efforts with the business community, building vendor relationships with under-represented minority owned businesses.
  14. Facilitate open and practical dialogue, resulting in a greater understanding of DEI and integration into Parkland Health culture, and throughout operating units to enable exceptional employee and patient experience.
  15. Collaborate with Population Health and Community Relations teams to:
  16. Develop partnerships with community groups to identify ways to address social determinants of health.
  17. Develop strategies to identify and address social factors that have created health disparities among different socioeconomic, racial, and ethnic groups.
  18. Embed health equity across the organization so that health equity becomes part of the practice, process, action, innovation, and organizational performance and outcomes.
  19. Develop, measure, track, analyze impact of programs using quantitative and qualitative methodologies.
  20. Use data to drive outcomes, working with HR to integrate and embed DEI metrics and practices in Parkland Health people and talent programs.
  21. Benchmark and measure Parkland Health’s efforts and progress in DEI with similar organizations.
  22. Serve as a key participant in the development of Parkland Health’s talent strategy and ensure that this talent strategy considers DEI as a core element.
  23. Lead the learning strategy for DEI topics and work closely with Organizational Development to educate and enhance leaders’ and employees’ DEI competencies.
  24. Advise Communications on internal and external messaging with an eye toward inclusion, including social media and employee experience surveys.
     

Job Accountabilities

  1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
