Primary Purpose
Serve as a seasoned healthcare professional and is responsible for the organization, administration, continuous review, planning, development, and overall effectiveness for emergency healthcare clinical experiences. Provides for the assessment of the emergency healthcare community educational needs, developing, implementing, and presenting appropriate healthcare professional materials, continuously evaluating program activities, and revising, as needed to ensure a quality professional healthcare education program. Serves as a preceptor and expert in patient care resolution and quality issues for BioTel affiliated agencies. Provides feedback and/or coaching, and in-services on new/updated procedures or process. Ability to organize, implement and direct aspects of an EMS quality assurance program.
*This individual will generally work 7:30-4:30, no weekend expectations
*The exact location will be at Dallas Fire Rescue, Office of EMS (1515 Baylor St, Dallas)
Education
•Must have a bachelor’s degree or higher from a regionally accredited institution in Emergency Medical Technology, Fire Science, or Nursing.
Experience
•Five (5) years of experience as a Paramedic; prefer experience in a BioTel affiliated agency.
Equivalent Education and/or Experience
•Must have an equivalent combination of education and experience to substitute for both the education and the experience requirements.
Certification/Registration/Licensure
•Must have current certification/license as a Texas Department of State Health Services Paramedic.
•Must have current healthcare provider CPR course completion card from one of the following:
-American Heart Association
-American Red Cross
-Military Training Network

•Must be organized and creative in the educational process for both individual and large group classes.
•Ability to organize, implement, and direct aspects of an EMS quality assurance program.
Responsibilities
1.Develops, implements, monitors, and revises annual goals and objectives for BioTel that support the mission and objectives of Parkland, while establishing and cultivating positive working relationships to maximize interactive cooperative relationships. Collaborate with department and entity leaders to design and implement EMS initiatives and market differentiators that are in alignment with the strategic plan.
2.Works closely with operational leadership and program Medical Director to maintain standards in training individuals according to approved EMS curriculum and clinical practice guidelines
3.Providing leadership in the development of appropriate assessments of established learning outcomes for all courses taught in the programs.
4.Identifying and/or developing instructional materials needed to teach the program competencies including the development of course syllabi that outline clear and appropriate student learning outcomes and expectations that reflect program competencies.
5.Develop and recommend policies and procedures related to assigned operations
6.Meets with community agencies to discuss their changing needs and requirements, providing information to program leadership and medical direction
7.Serves as a clinical role model and educational resource to ensure high-quality, effective patient services.
8.Evaluates preceptors for appropriate clinical levels, providing leadership for the development of a preceptor and mentoring program
9.Educates individuals regarding research in BioTel, assists with research implementation, and tracks research projects to provide updates regarding trends, needs, and expectations. Educates agency individuals regarding research protocols and documentation needs.
10.Responsible for implementing quality management practices in support of patient-centered/patient-valued services. Collaborates with EMS agencies and management staff to develop, implement and evaluate quality indicators such as case reviews. Incorporates relevant studies and findings into department practice. Coordinates performance improvement issue resolution.
11.Maintains a database for all BioTel Clinical Practice educational and outreach initiatives
12.Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
Job Accountabilities
- Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
- Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
- Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
- Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
- Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
- Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
