Primary Purpose
Provides leadership for all activities related to Operations Data Services (ODS), one of Parkland Health’s federated analytics centers of excellence (COE), including, but not limited to (1) management oversight of data architects, developers, and project managers, (2) thought leadership with operational leaders to fulfill unmet data needs with sustainable solutions that are visually insightful and include benchmarking when appropriate, and (3) collaborating with Enterprise Data Services (EDS) for organizational data strategies.
Responsible for analyzing data to compare performance against industry standards or competitors, identifying areas for improvement, and helping develop strategies to enhance business performance.
Minimum Specifications
Education
- Bachelor’s degree in business administration, healthcare administration, or related discipline required.
- Master’s degree preferred.
Experience
Required:
- Seven (7) years of experience working with complex data sets and various data models in a clinical electronic health record (EHR) environment.
- Five (5) years of proven success building, implementing, and supporting EHR systems.
- Experience with structured query language (SQL) databases, such as MS SQL.
- Prior experience leading data and information governance forums focused on operational solutions.
- Experience implementing data models and expertise in managing interface development and application interoperability.
- Previous experience managing staff at multiple levels within a complex organization
Preferred:
- Epic EHR proficiency, including the use of utilities and reporting capabilities.
- Experience with business objects.
- Experience implementing reporting dashboards.
- Prior experience with “big data” (large volumes of complex data from structured, semi-structured, or unstructured sources).
Equivalent Education and/or Experience
- Seven (7) years of experience working in a comparable position within a complex healthcare organization may be considered in lieu of a bachelor’s degree.
Certification/Registration/Licensure
- Epic software certification and/or application proficiencies preferred.

- Technical knowledge of client-server and web-based environments as well as comprehensive operational knowledge of healthcare applications and systems.
Responsibilities
Operations
- Responsible for leading the identification of disparate reporting groups and leading an effort to consolidate reporting efforts through the development of collaborative and mutually productive business processes.
- Assists in establishing enterprise data standards, including common terminology, definitions, formulas, and “source of truth”.
- Provides guidance and leadership to the division's report writers, ensuring reports and dashboards are properly maintained and resourced. Educates and transfers knowledge of data standards and governance methodology, tools, and reporting best practices across Parkland to ensure that all areas have access to necessary information. Mentors report writers and resources in successful data mining and its use.
- Provides subject matter expertise on data governance, mining, exchange management, and reporting.
- Directs operations and activities to ensure projects are prioritized and properly managed. This includes managing project timelines, budgets, resource forecasting, and effectively achieving the project goals and objectives.
- Partners with project sponsors and key stakeholders to develop and retrieve reports and information as needed.
- Stays abreast of the latest developments, advancements, and trends in the field of Data Governance by attending seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current work practices.
Strategy
- Responsible for proposing operational reporting strategies and data standards in conjunction with information technology (IT), analytics centers of excellence (COEs), and Parkland leadership.
- Develops data and report management long-term and short-term strategies and organizational development goals.
Regulatory
- Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact departmental operations. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal/state/private health plans. Seeks advice and guidance as needed to ensure proper understanding.
- Develop processes to maintain compliance with regulatory agencies and accrediting bodies. Ensures operations are carried out in compliance with these regulations.
- Works collaboratively with others to validate and sustain compliance with regulatory and accreditation standards.
- Conducts routine compliance audits identifying gaps and implementing remediation plans as necessary. Conducts data audits for integrity, accuracy, and efficiency.
- Works collaboratively with leadership and/or Compliance to investigate and respond to matters of concern or alleged violations taking corrective action as necessary.
- Provides timely and accurate responses to requests for information from regulatory agencies and accrediting bodies.
Fiscal Management and Operating Budget
- Operationally responsible for the financial performance of assigned area(s).
- Promote activities to achieve operational efficiency.
- Manage the approved budget through frequent and regular monitoring. Implement written action plans to address variances adjusting strategies as necessary to meet budgetary targets.
- Consider operational outcomes and financial implications when making recommendations to implement new programs or modify current programs.
- Manage staffing levels within established targets.
Talent Management
- Recruit and retain talent with a variety of backgrounds, skills, experiences, and viewpoints that reflect the communities we serve.

- Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
- Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
- Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
