Primary Purpose
Provides leadership and direction for all the activities involved in receiving and distribution of supplies, services, and capital equipment for the Parkland Health System.
Minimum Specifications
Education
- Must have a bachelor’s degree in business administration or related field.
Experience
- Must have seven years of supervisory experience in supply chain management working in an automated distribution facility or retail inventory control environment. Healthcare experience highly preferred.
Skills or Special Abilities
- Must be able to demonstrate effective supervisory skills.
- Must be experience with purchasing operations and bidding procurement concepts.
- Must have a working knowledge of integrated computer network hardware, and software applications.
- Must be able to participate and provide leadership in interdepartmental project groups. Must be able to demonstrate the ability to formulate and implement detailed plans.
- Must have a working knowledge of industry technologies.
- Must be able to perform unit-based cost analysis.
- Must have experience in establishing KPIs and tracking performance on set goals.
Responsibilities

- Manage offsite Supply Chain Distribution Center (SCDC) implementing perpetual inventories via INFOR to support all Parkland facilities; identify and integrate new areas into the SCDC for appropriate management of non-managed inventory (Respiratory, Dietary, EVS, Disaster Management, IT Store, OTM, etc.); ensure proper inventory levels are maintained at the SCDC for accurate and timely delivery of supplies to the main campus and other Parkland facilities.
- Develops and implements strategies to maximize the effectiveness of the logistics and distribution process at all Parkland facilities, including the oversight of Parkland’s JIT/LUM/BUM distribution program, installation and maintenance of a new remote inventory control system, evaluation and implementation of supply cabinet, and other technologies designed to reduce costs and improve data integrity. Develops tools and techniques to optimize inventory levels and inventory management.
- Works with the Director of Value Analysis to identify and analyze standardization and utilization opportunities. Implements processes to ensure standardization decisions are implemented in a timely manner with minimal disruption to patient care activities.
- Provides leadership and direction to various outsourced functions including forms and printing and mail services. Continually evaluates the performance of the vendors providing these services and the cost effectiveness of the service.
- Identifies and implements industry “best practices” which result in continual improvement in the department’s operations. Develops internal and external benchmarks and prepares periodic reports on the department’s achievements and improvements.
- Interfaces with all Parkland facilities and assists them in cost effectively satisfying their supply, service, and support needs. Effectively communicates material service’s strategies and successfully elicits support and assistance in implementing those strategies.
- Creates a customer-focused work environment that attracts and retains high caliber employees. Coaches and mentor’s employees to obtain superior performance. Monitors and evaluates the employees’ performance and strives to ensure that all employees are treated fairly and with compassion and respect.
- Develops policies and procedures that maximize the efficiency and effectiveness of the department. Ensures all proper internal controls are in place to safeguard the assets of the system and satisfy internal and external regulatory requirements. Develops and monitors departmental operating budgets.
- Develops, monitors, and revises annual goals, budgets and objectives for Distribution, Print Shop and Mailroom to support the mission and objectives of Parkland.
- Serves on committees, as needed, to further the advancement and integration of products and services consistent with the Parkland financial and customer service objectives.
Job Accountabilities
- Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
- Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
- Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
- Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
- Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
- Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
