Provides leadership for all activities related to Labor Operations Optimization, Variance Analysis and Financial Analytics including, but not limited to, productivity target development, monitoring and enforcement, generating financial and statistical reports designed to aid leadership in decision-making, analyzing department and divisional budgets, key metrics and initiatives, reporting on budget execution and variances throughout the year and completing ad hoc reports, analyses and special projects as needed.





- Must have a Bachelor's degree in either Accounting, Finance, Business Administration, Health Administration, Information Management or a related field.

- Prefer a Master's degree in Business Administration, Health Administration, Information Management or a related field.



- Must have eight (8) years of accounting or finance experience in hospital operations or hospital financial operations.

- Must be experienced in using team building and quality management concepts to positively influence the work environment.

- Must demonstrate strong experience in program management tools and techniques; benchmarking and performing measures.

- Must have five (3) years of supervisory/managerial experience.


Equivalent Education and/or Experience

- May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.



- Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.

- Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.

- Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.

- Six-Sigma Green Belt certification is preferred.

- Six-Sigma Black Belt certification is preferred.


Skills or Special Abilities

- Must demonstrate knowledge of hospital operations and hospital financial operations.

- Must demonstrate knowledge of process improvement and change management principles and techniques.

- Must demonstrate ability to simultaneously manage a complex set of initiatives in various phases of development (i.e., idea generation, business case development and chartered initiatives).

- Must demonstrate ability to critically evaluate and subsequently approve project charters, milestone plans and work plans.

- Must demonstrate excellent people skills with the ability to achieve consensus and motivate teams to achieve identified milestones and performance targets.

- Must demonstrate ability to lead meetings, facilitate group discussion and resolve identified system issues.

- Must demonstrate ability to assess, select and implement options for appropriate deployment of resource towards business cases in development and approved, charter initiatives.

- Must be familiar with budgeting processes.

- Must demonstrate proficiency with data management and productivity applications: Microsoft Excel, Word, Access and PowerPoint to include excellent presentation skills.

- Must demonstrate understanding of Labor Benchmarking (Truven, Premier, or other applicable standards), productivity measurement/budget tools and creation and utilization of departmental staffing matrices.

- Must demonstrate knowledge of process improvement, cost containment and project management overseeing large teams.

- Must demonstrate detailed knowledge of major hospital care delivery, ancillary, support and financial processes.

- Must demonstrate excellent oral and written communication skills to include ability to act as a spokesperson with multiple audiences including staff, management and boards.

- Must demonstrate the ability to establish effective relationships across the leadership continuum and Parkland.

- Must demonstrate ability to create credibility by developing a track record of successful project management, including maintaining effective working relationships with management at all levels.

- Must have advanced computer skills, including spreadsheet, database management and word processing software.

- Ability to quickly start-up processes and makes decisions utilizing data.

- Must have experience analyzing complex systems and developing recommendations for improvement.



1. Provides strategic vision to the organization, challenging assumptions and standards of business, in an effort to improve overall operational effectiveness. Ensures the ongoing process improvement initiatives is both cohesive and comprehensive in its approach and is successfully targeted towards the business benefits it sets out to achieve.

2. Directs and monitors system for tracking Labor Productivity and Benchmarking to include implementation and development actions and strategies that ensure the most effective use of resources with fluctuating demands.

3. Implements and monitors process improvement initiatives across the organization focused on efficiency, throughput and workflow management. Implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.

4. Collaborates with management to implement improvements in work processes that both improve the efficiency and effectiveness of operational processes.

5. Identifies opportunities for improved efficiency through process improvement and thoughtful automation. Monitors impact of process-oriented changes on staffing requirements.

6. Monitors and facilitates mitigation of budget performance and variances for departments with revenue-generating/cost-saving initiatives. Coordinates development of action plans to address variances and oversees accountability for improvement within determined time frame.

7. Determines revenue generating/cost savings initiatives specifically designed to optimize labor productivity and benchmark targeting.

8. Monitors a variety of quality indicator reports and scorecards to include coordinating and developing action plans to address variances.

9. Prioritizes and organizes work across departments to meet changing priorities for presentation to the Business Intelligence Committee.

10. Provides monthly status reports to senior leadership team with information regarding project performance, milestone achievement and adherence to deadlines.

11. Leads redesign initiatives and other Parkland sponsored initiatives.

12. In collaboration with the Director of Financial Planning, supports the reconciliation and monitoring of annual operating budget for all assigned areas that ensure necessary funds are allocated to carry out the goals and objectives that have been established by senior management.

13. Serves on various interdisciplinary committees as assigned.

14. Establishes monthly variance reporting and analysis including action plan and follow up by area where appropriate.

15. Develops and implements financial and statistical reporting for departmental and divisional leadership in an effort to increase fiscal awareness and ownership across the organization.


Job Accountabilities

1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.

2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.

4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.

5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.

6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
