Primary Purpose

Leads state and federal Government Program activities and initiatives at Parkland Community Health Plan (PCHP). Provides guidance and oversight to Government Program (e.g., Medicaid and other products) specific organizational level initiatives. Leads the development and operationalization of business procedural and decision-making protocols especially regarding new requirements within government sponsored programs. Acts as key liaison between PCHP, state and federal agencies and trade associations.  Serves as key contributor in new Government Programs business decisions for PCHP. 


Minimum Specifications



  • Bachelor’s degree in business, communications, health care or related field.
  • Prefer Master’s degree in business, healthcare, or related field.



  • Ten years' professional level experience working with healthcare programs in Texas Health & Human Services, Texas Department of Insurance, or managed care organizations with Texas Medicaid contracts.
  • Prefer experience working with federal programs and agencies (e.g., Medicare and CMS).


Equivalent Education and/or Experience

  • An equivalent combination of experience and certification may be accepted in lieu of education only.



  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.

  • Provides programmatic oversight of current Medicaid business lines and future state and federal government programs business lines throughout development, implementation, and operationalization.
  • Leads the relationship between PCHP and state and federal agencies as appropriate.
  • Working closely with Compliance, Strategy, Healthcare Services, Marketing, Finance, and Operations, provides consultative guidance to PCHP staff through the process of developing responses to state and federal agency regular updates, RFP’s, ad hoc inquiries, and corrective action plan requests.
  • Serves as key contact for state and federal agencies and associations. Facilitates communications between PCHP, stakeholder organizations and associations.
  • Acts as liaison between legal and health plan departments through management of legal related requests (e.g., contract issues, subpoenas, subrogation, etc.)
  • Serves as custodian of record for the health plan.
  • Develops business plans, proposals, reports, presentations, and other documents for senior leaders, board members, and others as requested.
  • Manages assigned staff members.


Job Accountabilities

  1. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of PCHP.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and customer requirements. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of PCHP.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
