Primary Purpose The Principal Enterprise Data Architect is responsible for oversight, technical review and strategic alignment of the entire data and analytics ecosystem at Parkland Health, including environments and solutions that support healthcare Artificial Intelligence applications. This includes full life cycle oversight of the on-premises and cloud architecture(s) supporting data & analytics and AI in support of the vision provided by Parkland Health and Executive Analytics Steering data governance. This person is responsible for the overall design of this enterprise's data/information/data science solutions development, which maps enterprise data architecture against organizational needs while balancing performance, security, and value. In general, the Principal Enterprise Data Architect translates current and future data & analytics and AI business needs into cross functional technical solutions and leads Parkland on the never ending journey to optimize investments in data & analytics and AI solutions against the insights those solutions deliver. The Principal Enterprise Data Architect should have an in-depth understanding of healthcare data and analytics, data warehousing, Business Intelligence, Epic Cogito, cloud computing, how to leverage data science solutions and AI, and electronic health records platforms. As a subject matter expert in data platforms, data solutions, cloud solutions, and data flowing through them, this leader is expected to partner with other Data Architects, Data Scientists, Data Analysts, and our customer-partners with regard to data governance, data modeling, data insights, and data delivery. The individual in this role will be expected to communicate the vision and specifics of Parkland's data & analytics ecosystem design, performance, and strategy to executives, COE leaders, data governance teams, and end users to advance the use of data in support of those who care for our patients. Minimum Specifications Education - Master's degree or equivalent experience in Information Systems, Computer Science, Business Administration, Mathematics, or a related field.

 

Experience - Minimum of ten (10) years of data experience in any combination of the following: Epic Cogito (Radar, Reporting Workbench, SlicerDicer, Epic Analytics Catalog, and their data warehouses: Clarity, Caboodle, Chronicles) Microsoft Azure cloud/Fabric, Synapse, Purview, Power Products (Power BI, Power Apps, Power Automate, Power Pages). Commercial grade database management system, data warehouses and/or big data such as SAP HANA, Oracle, MS SQL, Hadoop, or cloud computing platforms (Azure, Google, AWS, etc.). - Experience working with and supporting data scientists to develop and deploy advanced Artificial Intelligence (AI) and/or Machine learning (ML) solutions that enable data informed insights and optimize decision making - Architecting, migrating, optimizing, reducing, restructuring and/or re-platforming large data sets. - Creating and implementing data models, universes, and data warehouses. - Working with healthcare oriented database support services and critical/high tier system support. - Developing, executing, and tuning Structured Query Language (SQL) queries - Data visualization, dash boarding, and Business Intelligence development. - Must have cloud architecture design and implementation experience. - Prefer previous experience within a clinical unit of a healthcare provider organization. - Prefer previous experience with Epic Nebula, Epic Cosmos

Skills or Special Abilities - Must have a strong data architecture and modeling background. - Must have proven success in data warehouse architecture, design, implementation and support. - Must have proven success in data warehouse architecture, design, implementation, and support, specifically Epic Cogito and Cloud data warehousing. - Must have Business Intelligence analytical and presentation skills, including using tools and analytical platforms such as Microsoft Power Product(s) (PowerBI, Power Automate, Power Pages, Power Apps) - Must have exposure to Extract Transformational Load (ETL) for a package design and creation viewpoint (streaming and batch). - Must have experience with Artificial Intelligence (AI) and/or Machine learning (ML) lifecycle management approaches - Must have strong understanding of Structured Query Languages (SQL) and proficiency in Bash / PowerShell / scripting. - Must have understanding and familiarity with network and cloud database design and configuration and how they might impact data architecture, design, and access. - Must have strong Data Governance foundations experience, especially relating to data quality, data lineage, and the development of policies for technically oriented data management best practices. - Must have experience with design pattern and antipattern scenarios and be skilled at evaluating the risk/reward of design approach. - Must have experience coordinating collaboration across technical teams, including, but not limited to, systems engineering, networking, and application solutions. - Must be focused on delivering quality solutions to internal customers, and able to manage customer relationships effectively. - Must be able to serve as a customer liaison to external departments as directed. - Must have excellent presentation and team management skills. - Must be able to demonstrate skills in business intelligence. - Must demonstrate proficiency with Microsoft Office software such as Word, Excel, Access, PowerPoint, Project and Visio. - Must have experience and understanding of leading data extract, transformation, load, and delivery/presentation solutions. - Must be able to demonstrate critical thinking skills, with regard to system issues. - Must demonstrate an understanding of healthcare data and the use of this data in a healthcare environment. - Must be able to accept verbal and/or written problems or direction from leadership staff and business users and demonstrate an ability to prepare specifications that reflect provided information. - Must have exceptional planning skills with a results-oriented record of achievement and the ability to set goals, meet deadlines, and evaluate results particularly in regard to significant changes within an organization and with respect to the organization's relationship with the community or marketplace. - Must have a high level of attention to detail, have the ability to manage multiple projects at once, and be able to demonstrate excellent analytical, organization and prioritization skills. - Must have excellent verbal and written communication skills in order to interact effectively with customers, team members and IT management. - Must be a quick learner. Responsibilities 1. Lead and manage the technical architecture, design, development, and supporting maintenance and migration(s) of Parkland's data and analytics solution stack, with a specific focus on optimizing Epic Cogito, Microsoft Azure cloud with PowerBI, and other data solution tools and Software as as Service (SaaS) platforms. Participates in strategic planning, coordination, design, implementation, and consolidation, decommissioning/retirement of analytics solution.

2. Participates in effective data and analytics ecosystem support, including incident identification, research of root causes, and recommends and/or implements solutions as needed. Prioritizes and manages incidents. Develops and implements emergency fixes as required. Supports enterprise analytics ecosystem operations, including optimization, growth, management, migration, and decommissioning of data and analytics solutions, across platforms, vendors, and Parkland enterprise areas including multiple domains of data (Clinical, Supply Chain, Finance, HR, etc.).

3. Optimizes cloud based solutions, fabricating platforms, application frameworks, and data products to suit business cases with expertise in minimizing CPU and storage expense while maximizing value to the organization, innovation, and data access.

4. Mentors employees regarding data warehousing, SaaS/cloud solutions, and cloud techniques including data modeling, data transformation, data optimization, data presentation, platform design, data flows, and framework solution maintenance. Develops data validation processes and techniques for efficient verification of data and sources. Documents lifecycle maintenance ensuring adequate communication within the team and customers.

5. Actively provides prompt responses to customer problems and proactively reached out as necessary. Makes the customer's experience the first priority in all operations. Resolves incidents and requests independently within SLA timelines. Takes ownership and resolves incidents and requests with minimal dependence on other team members.

7. 9. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the assigned department. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans.

10. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the Data Management area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. Provides guidance to external organizations as it relates to Parkland derived data solutions.

11. Responsible for identifying opportunities to introduce disruptive technology to business or clinical operations to improve outcomes, increase efficiency, or lower costs through analytics - ultimately driving the direction of Parkland's Analytics Platform. This includes the ability to convey these opportunities both internally for adoption and externally to establish cross organizational relationships.

12. Responsible for establishing the processes and technical solutions that will drive all Data Quality and Data Operations activity. This includes the ability to convey these solutions internally for adoption and externally to establish cross organizational relationships.

13. Responsible for establishing the processes and technical solutions that will drive all Business Intelligence content delivery and creation. This includes the ability to convey these solutions internally for adoption and externally to establish cross organizational relationships.

14. Responsible for having the technical acumen to make recommendations for best practices to senior leaders and executive stakeholders that utilize the best processes outlined above across Data Quality, Business Intelligence, and the Technology Platform and instruct teams on their implementation.

15. Responsible for identifying framework components to set goals, measure progress and report performance towards goals to improve the overall maturity of Parkland Analytics Program across Data Quality, Business Intelligence, and the Technology Platform.
