Primary Purpose

Manages the development, review, and revision of contractual arrangements with outside organizations doing business with Parkland and its programs to ensure compliance with Parkland’s policies and procedures.

 

Minimum Specifications

 

Education

  • Must have a bachelor’s degree in business or a related field.

 

Experience

  • Must have six (6) years of experience in contract management, contract negotiation, administration, procurement/purchasing or legal contract creation (not a paralegal).

 

Equivalent Education and/or Experience

  • Equivalent experience not applicable for the CNII position

 

Skills or Special Abilities

  • Demonstrates a high level of business acumen relative to the global financial impact of contractual agreements.
  • Able to address difficult and/or complex contractual situations both from a task and relationship standpoint.
  • Must have an intermediate level of proficiency in Microsoft Office Suite software.
  • Must possess excellent verbal and written communication skills.
  • Works well in a team environment, supporting other members of their respective team.

 

Responsibilities

  1. Develops, in concert with Legal Affairs, bilateral agreements and contractual documents for complex service, supply, long term and/or multi-year agreements and capital equipment needs, as well as contract documents for specific and unique requirements. Determines the need for additional contractual protection beyond purchase order terms and conditions.
  2. Acts as a liaison between Purchasing, Legal Affairs and Accounting staff to ensure contract documents and supporting systems are prepared in an accurate and timely manner for Board of Manager and County Commissioner review and approval.
  3. Updates software and relevant databases of all-current and expired contracts and agreements involving Parkland to ensure compliance with Parkland policies and procedures. Utilizes systems to initiate renewal process of contracts and agreements prior to expiration.
  4. Develops and coordinates implementation of form agreements, which may be modified to meet the needs of specific departments, thereby shortening the time involved in the contract review process and guaranteeing that all contracts meet Parkland policy and procedure guidelines.
  5. Regularly interfaces with executive management to resolve issues directly and effectively. Establishes and cultivates a positive working relationship with management, vendors, other hospitals, employees, federal, state, and local agencies, etc., to ensure that all pertinent needs are met.
  6. Provides training and presentations to Supply Chain Department/Teams and other internal customers related to the latest developments, advancements, and trends in the field of contract administration/management.
  7. Works well with minimum supervision and provides mentoring to less experienced Contract Negotiators in all aspects of job responsibilities, systems, processes, and procedures.
  8. Complete contract management functions for assigned contracts including but not limited to invoice reconciliation, quality/performance metric reporting/compliance, vendor management and contract close out.
  9. Creates contracts that address performance-based strategies that allow innovation and promote cost savings.
  10. Follows processes to ensure bidding documents and contacts are thoroughly reviewed and sound business judgement is applied.
  11. Considers multiple elements in contract negotiation including price, schedule, terms, quality, compliance, and risk assessment.
  12. Completes research on procurement topics, products, and services.
  13. Initiates solicitations for the acquisition or information gathering prior to contract life cycle; assist suppliers with supplier portal registration and transitioning to Infor vendors.
  14. Maintains and resolves data conflicts within the Supply Chain system related to the full contract life cycle. These tasks can include but are not limited to complete data entry of all products/services either manually or by automation; updates to data due to product changes or allowed price changes; resolution of pricing discrepancy between vendor invoice, purchase order or service agreement; GHX error or other discrepancy. Many times, the discrepancy could be the result of other department errors, but the investigation will be completed by the CN to resolution. May use other systems to complete these tasks including the financial ERP, Contract Management System, Service Now or other tools implemented to manage data.

  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
