Primary Purpose

Responsible for Contract Team support and administration while following established Parkland policies and procedures.  This is an onsite position with limited work from home days (20%)


Minimum Specifications



  • Requires a Bachelors Degree in Business Administration or a related field.



  • Must have three (3) years of procurement or contracting experience.
  • Prefer experience in healthcare procurement.
  • Prefer contract administration and/or negotiation background experience.


Equivalent Education and/or Experience

  • May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.


Skills or Special Abilities

  • Must be proficient in word processing, spreadsheet and database management software packages. Advanced expertise in Microsoft Excel software is required. Prefer knowledge in Microsoft Access software and SQL programming language.
  • Must be able to organize and work effectively with others.




  1. Serves as technical administrator with responsibilities to develop and maintain department databases.
  2. Maintains a SQL relational database of current contractual efforts and status for Parkland and Parkland affiliates to ensure compliance with Parkland policies and procedures. Utilizes database to report on status of all contractual acquisition efforts and metrics. Tasks will include the following:
    1. Importing/Exporting of Data (Excel, MS Access, SQL databases)
    2. Converting Excel/MS Access to SQL
    3. Auditing
    4. Technical documentation
    5. Interaction with SQL DBA and Reporting Teams
  3. Manages the Requisition Reassignment process to ensure that requisitions sent to Contracts are assigned to appropriate staff and the resulting project is tracked in the database.
  4. Supports contract review and approval process with the Parkland Board of Managers through the following:
    1. Manage the flow of documents, reviews and revisions to produce the required deliverables
    2. Ensure that the required information is provided and correct
    3. Maintain a database of board document information and provide monthly reports to the CFO
    4. Manage the processes for Approved Deviations and Ratifications
  5. Maintains a database of all-current and expired contracts and agreements involving Parkland to ensure compliance with Parkland policies and procedures. Utilizes database to initiate renewal process of contracts and agreements prior to expiration.
  6. Responds to requests for documentation as a result of protests or Public Information Act inquiries.
  7. Manages the Request for Bid Exception process to ensure that approvals or rejections are completed and documented in a timely fashion. Records all approvals and rejections in a database.

  1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
