<span style="font-family:"Arial",sans-serif">SUMMARY

<span style="font-family:"Arial",sans-serif">Provides leadership and clinical oversight for the clinical affairs of all patient care services provided within the Global Behavioral Health Program. Responsible for supporting, facilitating, and participating in financial and administrative activities to achieve the expected goals and objectives of the service area(s) of responsibility. Serves as the medical expertise, as well as the professional liaison to nursing and administrative leadership in order to ensure high quality, timely, safe, appropriate, and compliant patient-­centered and patient-valued services in all care settings.

 

<span style="font-family:"Arial",sans-serif">RESPONSIBILITIES

<span style="font-family:"Arial",sans-serif">1. Develops, revises, and monitors annual goals and objectives of service area(s) of responsibility in collaboration with PHHS Chief Clinical Officer as well as with other PHHS and UTSW leadership, as appropriate.

<span style="font-family:"Arial",sans-serif">2. In conjunction with nursing and administrative leaders, promotes and facilitates the implementation of PHHS strategic Behavioral Health initiatives.

<span style="font-family:"Arial",sans-serif">3. Serves as PHHS executive expert in Behavioral Health for internal and external audiences. Develops strategies and advances integration of behavioral health services within Dallas County-including executive leadership strategic responsibilities with MetroCare and the local Behavioral Health Authority.

<span style="font-family:"Arial",sans-serif">4. Accountable for facilitating the development, incorporation, and implementation of evidence based clinical processes/pathways and value driven best practice guidelines to enhance quality, patient centered and patient valued services, as well as to maximize clinic efficiency, capacity, and provider productivity in the service area(s) of responsibility.

<span style="font-family:"Arial",sans-serif">5. Expected to provide, as needed, no more than 0.2 effort in clinical practice in Acute or Community-Based Behavior Health.

<span style="font-family:"Arial",sans-serif">6. Serves as an example of professional conduct and behavior as stated in Parkland's Code of Conduct & Ethics and Parkland Colleague Behavior Expectations procedure. Works collaboratively with PHHS Chief Medical Officer and Medical Affairs leadership to ensure compliance and accountability on matters related to professional standards, behavior and conduct of medical staff in service area(s) of responsibility.

<span style="font-family:"Arial",sans-serif">7. Works collaboratively with PHHS clinical leadership, Medical Affairs leadership, as well as other UTSW leaders at PHHS to determine service needs and optimize the educational environment for trainees.

<span style="font-family:"Arial",sans-serif">8. Works collaboratively with PHHS Medical Staff Professional Services and Credentialing Affairs regarding medical provider credentialing, privileging, peer review, and regulatory matters.

<span style="font-family:"Arial",sans-serif">9. In collaboration with UTSW leadership at PHHS, as well as with PHHS nursing and administrative leadership, reviews and monitors productivity, clinical quality, utilization management, patient safety and patient satisfaction data; and facilitates the implementation of action plans and performance improvement projects if necessary.

<span style="font-family:"Arial",sans-serif">10. In collaboration with PHHS leadership, assists with evaluating and prioritizing operational budget, capital requests, and new service/program requests of the service area(s) of responsibility.

<span style="font-family:"Arial",sans-serif">11. Participates in conferences, seminars, media events and other activities to promote PHHS's mission and vision as a patient centered, patient valued healthcare provider to the community and surrounding areas.

<span style="font-family:"Arial",sans-serif">12. As appropriate, serves and participates on division/hospital wide committees, quality improvement and patient safety activities to ensure discipline representation/participation of area(s) of responsibility. Promotes and supports interdepartmental collaboration and integration, as well as positive working relationships.

<span style="font-family:"Arial",sans-serif">13. Collaborates with the PHHS Quality and Safety Department to develop quality and safety standards that are aligned with the goals of the organization. Makes presentations to Quality Committee, Medical Executive Committee, Board of Managers, and other committees in accordance to PHHS leadership expectations.

<span style="font-family:"Arial",sans-serif">14. Selects, trains, motivates, supervises, and evaluates assigned staff to ensure maximum potential of individual and group capabilities, while providing optimal service to both internal and external customers.

<span style="font-family:"Arial",sans-serif">15. Stays abreast of the latest developments, advancements, and trends in the field of healthcare by attending seminars and workshops, reading professional journals, and actively participating in professional organizations.

<span style="font-family:"Arial",sans-serif">16. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.

<span style="font-family:"Arial",sans-serif">Education Requirements

<span style="font-family:"Arial",sans-serif">Requires a four year degree in applicable area of study

<span style="font-family:"Arial",sans-serif">Doctorate/PHD - Doctor of Medicine or Doctor of Osteopathy degree from an approved college of Medicine/Osteopathy.

<span style="font-family:"Arial",sans-serif">Preferred - Clinical practice or medical leadership experience in a public health or academic setting.

<span style="font-family:"Arial",sans-serif">Experience in large, multifaceted Behavioral Health program preferred

 

<span style="font-family:"Arial",sans-serif">Required Certifications / Licensure

<span style="font-family:"Arial",sans-serif">- Must be currently licensed for the practice of medicine in the State of Texas or must obtain license within six months of hire.

<span style="font-family:"Arial",sans-serif">- Must meet and maintain licensing and registration requirements as delineated by the Medical Staff Bylaws, Medical Staff Rules and Regulations, and Credentialing Policies/Procedures, if any.

<span style="font-family:"Arial",sans-serif">- Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.

<span style="font-family:"Arial",sans-serif">- Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.

<span style="font-family:"Arial",sans-serif">- Must have Federal Emergency Management Administration (FEMA) course certification for IS- 200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.
